Morgan was born and raised in Medicine Hat and completed his Bachelor of Commerce in 2002 from the University of Calgary and started his articling with EBT. Morgan obtained his CA designation in 2004 and achieved National Honour Roll standing on the UFE. After obtaining his CA, Morgan completed the CICA In-Depth Tax Course in 2006.

In 2004 Morgan was married to his wife Jennifer and in June 2009 they had a daughter, Aubrey followed by a son Blake in September 2011. Morgan is actively involved in the community, and has held various positions on boards and committees over the years. Morgan tries to remain active in his free time playing tennis and golf in the summer, squash in the winter and travelling with his family.
